1. Composition of the Team:


As time and quality are the essence of the project, the consultants have assembled a project team
comprising a balanced blend experienced key and support personnel. The project team is organized
consisting multidisciplinary team as suggested in TOR supported by permanent support staff who have
relevant experience. All the proposed key personnel have been selected based on their qualification and
experience in feasibility & Detailed Design leading to DPR having well diversified experience of
developed and developing countries India, Malaysia, Denmark and UK. Similarly, the Highway Engineer
and lead personnel of highway have wide experience. This team would bring in their expertise and we are
confident that they will produce excellent results. The following discipline heads form the composition;
 Highway Engineering: This group will be headed by Team Leader responsible for planning,
scheduling, coordinating, monitoring and reporting as per TOR and SP: 19 i.e. all surveys and
investigations, alignment, pavement, Embankment, Drainage and Road appurtenances design apart for
preparation of submittals. Highway cum pavement Engineer will directly report to Team Leader on all
aspect of investigations and design of highways and pavement engineering.
 Bridge Engineering: To be headed by Sr. Bridge Engineer in the multidisciplinary team having
interface and communication with other key personnel and supported by sub professional staff for
surveys and design of structures and rehabilitation.
 Traffic & Safety Engineering: This group will be headed by Traffic & Safety Expert and supported
by sub professional staff to Collate historical traffic data, Organize traffic surveys, Carry out special
counts of traffic at selected survey stations. Conduct classified traffic volume count, OD, Axle load,
Intersection volume count, speed/delay, pedestrian/Animal crossing, Truck Terminal, Toll Rate survey
at suitable locations. He shall carryout all activities pertaining to traffic engineering and safety as per
TOR & in compliance to IRC Guidelines.

 Geotechnical & Material Engineering: This discipline is headed by Geotechnical & Material Expert
who has long term soil exploration and geotechnical investigations experience in Plain and Hilly
Terrain. He will be assisted by geologist and support staff of Geotechnical field Engineers. He will
also be responsible for foundation design of structure, Slope stability and related issues.
 Surveying: This group is headed by Sr Survey Engineer assisted by support staff for Topographical
Surveys and preparation of Digitized terrain model, Base plans, Strip Plan, LA plan and utility
relocation plan directing reporting to Highway Engineer.
 Environmental Engineering: This group is headed by Environmental specialist having close interface
with all the disciplines heads under Team Leader for base line surveys and preparation of applicable
reports for clearances from SPCB or MoE&F.

 Quantity surveying & Documentation Expert: This group is headed by QS supported by assistant
estimators having close interface with all the disciplines heads under Team Leader for material
inventorisation, preparation of BOQ, Item Rate, Cost Estimate and Schedules to Contract documents.
1. Methodology for services, surveying, data collection and investigations:
As time and quality are the essence of the project, before any activity starts, all the parameters to be used shall
be got approved by the Client’s during initial phase so that there are minimum changes without compromising
with quality. The Consultant’s general approach to meet the requirements consists of:
 Assigning a well experienced team of qualified professionals with experience in design of bridges and
highways including improvement and rehabilitation in similar conditions;
 Implementation of a well thought out methodology and work program that have proven effective in similar
settings;
 Provision for incorporation of review comments and directions from the Client at all points critical to the
progress and direction of the project;
 Anticipation of issues and problems and early discussion of these with the employer; the Consultant believes
in a “ no surprise” approach;
 Tight control over quality, budget and scheduling to ensure that the project is completed in time to the
highest practical technical standards as per the Contract Agreement.
 Utilizing our vast Experience gained from similar PPP propjets in diverse situations.
This section briefly describes the methods to be applied in order to meet the objectives and requirements of the
Terms of Reference. The methodology follows the traditional “COMPILATION–ASSESSMENT–
REPORTING” sequence and can be broken down in a number of activities The entire study is broken down in
activities assigned to professional and subs professional staff depending on their expertise and experience.
Based on WBS a work plan and manning schedule is prepared to be adhered during entire implementation
period.
These services shall be carried out strictly as per TOR and within the given timeframe for each activity/
milestone submission. In general, General Publications, Special Publications, Technical Specifications, Codes,
and Guidelines of the IRC and publications of the Ministry of Road Transport and Highways (MoRT&H)
including circulars issued time to time by the MoRT&H and relevant IS Codes shall be followed. The following
three issues are important when planning the field surveys & Investigations:
 The most successful field survey procedure is to systematically traverse the route relating the information on
the map prepared during the desk study to the prospecting Highway.
 Planning and the logistics of the survey, of which an important aspect is the tools and techniques (GPS, Total
station and Auto level owned by company) to be used especially with regard to the use of experienced staff
with equipment intensive methods.
 The prospecting team should consist of experienced technicians and assistants to maximize chances of
success in finding true representative samples and results in a quality controlled own laboratory at Delhi.
 Data from reliable sources will collected/collated and checked for consistency before use in
reporting/analysis/design.
The TOR and our experience clearly established that Right of Way (ROW) acquisitions on the critical path and
cascades into utility relocations and all activities related to improvement projects. To mitigate potential
acquisition risk and spill over to time period following specific ROW activities are important.
The design optimizations that shall be proposed include the following:
 Bifurcating the profile to conform to the topography of the area while meeting all of the project criteria
including the ability for crossovers in the future, and ensuring it has future extendibility and sustainability
 Design of profile to appropriate connections to side streets and access roads;
 Employing a variety of storm water management options to appropriately convey and treat storm water
runoff from the roadway/structures based on the adjusted profile;
 Traffic diversion during construction; and
The VKSIMPL team will ensure the design proposals that meet or exceeds all of the design criteria indicated for
the Project as detailed in the RFP. No deviations from those criteria are proposed, nor do we propose any Design
Waivers, Design Exceptions or Access Management Waivers beyond those permitted in the RFP/IRC. The
required lane configurations presented in the RFP/IRC codes and Specifications shall be followed, and design
components will function at a level of service required by the IRC. We are aware that the project phasing to be
completed under this contract shall be prepared as per BOT/HAM/EPC agreement and its schedules

requirements. VKSIMPL endeavor will be to ensure that the road will fit within the available/planned right-of-
way and complies with the environmental footprint defined by the environmental guidelines. Therefore, by
complying with existing established alignment, we will propose a cost-effective solution that requires minimal
environmental issues. VKSIMPL Team has developed a strategic approach to utility coordination for the Project
based on their experience from similar NH projects with significant utility impacts. Successfully managing
utility coordination and relocations is critical to the delivery of the Project on-time and on-budget that will be
ensured by integrating utility tasks into the project schedule on critical path now and during inception phase.
Design comments– Design comments will be reviewed using the same process as the original design.
Work Plan. In the work plan the activities, their durations, phasing and inter relations, milestones (considering
RFP delivery dates of the reports) are planned to ensure the delivery in time and to the high standard quality.
Each stage quality gates are not shown in the work plan yet this being integral part of activities are planned in
duration itself which is constituent with technical proposal and methodology ensuring our understanding of TOR
and ability to translate them into a successful work plan. A list of deliverables including drawings, designs,
reports are included as milestone. The work plan is consistent with the activities and comments from client are
envisaged as per RFP.
Well tested Checklist and quality system shall be adhered to at each stage for meeting objectives of
assignment.

2. Quality Assurance System for Consultancy Assignment


VKSIMPL is a ISO 9001-2015 certified firm and has developed quality policy for their projects which are
audited for compliance and hence the top management of firm gives utmost importance for quality in each
activity of project with quality gates. The objectives of Quality shall be to describe in Inception report as what
deliverables are to be produced for the Project and how they will be created, reviewed and approved/certified,
and also to describe what extra reviews need to be performed to ensure the quality exceeds the Client quality
expectations and as a result to improve satisfaction ensuring that quality management meets if not exceed
Client’s expectations.
The Key elements of the quality process include;
1. Procurement controls, inspection and testing to ensure that equipment brought to site are calibrated,
accurate and most advanced meeting requirements.;
2. Review to ensure that the Client’s requirements are adequately defined and documented;

3. Standardization and communication of design input requirements;


4. Checking and independent verification/validation of design outputs;
5. Identification, documentation, and review of design changes relative to the original specification and/or
product liability;
6. Process control for survey quality;
7. Control of sampling, inspection, testing and codal provisions;
8. Control of documents, including manuals, quality records, design documents and material documentation;
9. Internal and independent audits to promote continuous improvement; and
10. Continuous updates to the Quality Plan and related procedures.
Design Process and Staffing Plan – Design QA/QC Staff has been selected based on their qualifications and
experience as they relate to the requirements of the plan and the specific needs of the Project.
Checking Design Deliverables: Design deliverables will show complete and clear message and construction
requirements/details. The processes/procedures defined in the QA/QC Plan will be strictly enforced and
thoroughly documented to minimize VDOT reviews.
Design Preparation: Design deliverables will be prepared under the Lead Discipline Engineers. Weekly
meetings will be held throughout the design process, led by the TL, and include the Lead Discipline Engineers,
QC staff, and the drafting representative(s). Client will receive advanced notification meeting schedules to
encourage participation in these meetings and reduce design review time by providing input and feedback
during the design development. Reviewing each deliverable follows the steps indicated in Table 1 Design
QA/QC Roles and Responsibilities.

Reviews every aspect, including input required for design programs that are a part of the
Checker calculation set. The checker marks up the stamped deliverable set with comments and returns
the set to the originator.
Responsible for reviewing the checked deliverable and confirming the items marked for
Back _checker revision are justifiable, and that the corrections noted are correct. The back-checker is also
(Design the Design Discipline Lead. If the Discipline Lead does not disagree with a correction from
Discipline) the checker, they must coordinate and resolve the issue prior to the next step. If agreement
cannot be reach, the DM will resolve the issue.
Responsible for ensuring that the changes marked on the check print are addressed and
Corrector revised on the original deliverable. The corrector is either the Design Discipline Lead or their
designee.
Responsible for reviewing the corrected deliverable against the check print and verifying the
Verifier
corrections marked have been properly addressed/incorporated.
The TL organizes all discipline leads to review the submittal. Concurrently, the QC group
Interdisciplinar reviews the submittal for constructability. If there are comments from the Interdisciplinary
y Reviewer Review, the checking procedure starts from the beginning for the affected portions of the
deliverable.
The QAM is responsible for auditing that the quality control checking process is being
QAM followed by the Design Team. In addition, when required, a design peer review will be
performed by a senior technical member of the key personnel and Design Team.
As part of the final review, prior to submitting to Client, the Project team will again review
Team Leader for compliance to IRC, MoRT&H, BIS, constructability and conformance to anticipated
means and methods.
