MEMORANDUM

1. Reference: Police Blotter Entry # 1234 Page Nr 4321 dated May 24, 2016.
2. On May 24, 2016 at about 10:00 in the morning, an alleged robbery with homicide
incident occurred at Barangay Pinsao Proper, Baguio City. The victim was
identified as Allery Montero Wagayen, 15 years old, female, a Grade 9 student of
the Easter College, born on January 25, 2001, and a resident of Pinsao Proper,
Baguio City. The primary suspect was identified as Marites Judan, 39, married,
native of Burgos, La Union, working as the housemaid of the victim.
3. Initial investigation disclosed that the bloodied body of Allery Wagayen was
discovered by his older brother Roger Montero in the bathroom of their house
located in Barangay Pinsao Proper, Baguio City. Two relatives of the victim,
including Roger, found her body, after giving the suspect, Marites Judan, a ride to
the market when they saw her at the parking area of the victim's residence, holding
an eco-bag. The two relatives, identified as Roger Montero and Arnold Usana,
were supposed to go home after delivering water to their client but Marites asked
them to ferry her to the market to get her salary from the mother of the victim.
However, the relatives said that even before reaching the market, Judan asked to
be dropped off along Quirino Highway (formerly Naguilian Road), prompting the
duo to go back at Pinsao Proper only to discover the body of the victim.
4. It was also revealed that some of the properties of the residence such as gadgets,
watch and a small amount of money were reportedly missing, including the mobile
phone of the victim. The victim was rushed to Benguet General Hospital but was
declared dead upon arrival due to the 13 stab wounds found on her body.

2. This refers to the alleged robbery with homicide incident that occurred at
Barangay Pinsao Proper, Baguio City, at around 10:00 in the morning on May
24, 2016. Please be informed that the victim Allery Montero Wagayen, 15 years
old, female, single, a Grade 9 student of the Easter College, born on January
25, 2001, and a resident of Pinsao Proper, Baguio City, was stabbed multiple
times by the primary suspect identified as Marites Rilloraza Judan, 39, married,
working as the housemaid of the victim. The said victim was brought to Benguet
General Hospital for medical treatment but was pronounced dead on arrival.
3. The cadaver of the victim was moved to Regional Crime Laboratory Office -
Cordillera, Camp Bado Dangwa, La Trinidad, Benguet for autopsy examination.
The immediate cause of her death was hemorrhage secondary to multiple stab
wounds on the neck and back.
4. It is being hypothesized that the primary intention of the suspect was to commit
robbery but resulted into homicide when the suspect was apparently caught in
the act by the victim. It was revealed that the suspect already had several
previous cases of qualified theft and adultery. She has been hiding under the
aliases Marites Rilloraza, Florence Macaalay, Marites de Guzman, Brenda
Mendoza and Brenda Ducusin. Combined police operatives and intelligence of
various police units in the Cordillera and Ilocos regions are being organized for
the arrest of the primary suspect.

2. On May 24, 2016, at about 10:00 in the morning, an alleged robbery with homicide
incident that occurred at Pinsao Proper, Baguio City was reported by the brother
of the victim identified as Roger Montero.
3. Immediately upon the receipt of the report, the police, led by Senior Superintendent
George D. Daskeo, acting city director of the Baguio City Police Office (BCPO),
conducted a thorough investigation and identified the suspect as Marites Rilloraza
Judan, 39, married, jobless and a native of Burgos, La Union, who used aliases as
Marites Judan, Florence Macaalay and Brenda Ducusin Mendoza when she
applied as housemaid to different employers in the city. Superintendent Allan
Docyogen, Chief of the Baguio City Police Office (BCPO) intelligence branch, also
identified the wanted individual as the No.1 top most wanted person of Baguio City.
4. Based on the investigations, the primary motive of the suspect was to commit
robbery in the bedroom of the parents of the victim but was caught in the act by
the victim. To get away from being caught, she stabbed the victim 13 times, mostly
on the neck and back, using a knife, causing death to the victim. The suspect then
dragged the victim into the bathroom.
