    Sub: MA Dept., – Town Planning – Replace the names like "Harijana


    - Wada/Girijana Wada/ Dalitha Wada and also writing on the
    walls/boards – Certain instructions issued – Regarding.

    Ref:-Lr.Rc.No.G1/SOW02-18025/3/2021, dated 01.09.2022 of the Director


    of the Social Welfare, A.P., Tadepalli, Guntur District.

    The attention of all the Commissioners of ULBs in the State is invited


    to the reference cited and inform that, the Director of Social Welfare, A.P.,
    Tadepalli, has informed that Sri M.P. Sudhakara Rao, SC/ST Employees
    Welfare Association, Vijayawada has requested that Government of India
    has banned the names Harijan/Harijanulu/ Harijanudu etc., and informed
    that the Vijayawada Municipal Corporation has erected a Board mentioning
    "Harijanawada" in Gunadala area, Vijayawada.

    2. Further, the Director of Social Welfare, A.P., Tadepalli has


    informed that there are instructions form the Government of India, to
    avoid the usage of nomenclature "Dalit Wada/Girijana Wada/Harijana
    Wada" and also non-insertion of the words "Harijan & Girijan" in Scheduled
    Caste and Scheduled Tribes Certifcates and while dealing Ofcial matters
    etc.

    3. Further, the Director of Social Welfare, A.P., Tadepalli has


    informed that the Ministry of Social Justice and Empowerment, GoI, has
    once again requested all the State Governments/U.T. Administrations that
    for all ofcial transactions, matters, dealings, certifcates etc., the
    Constitutional term, "Scheduled Caste" in English, and its appropriate
    translation in other national languages should alone be used for denoting
    the persons belonging to the Scheduled Caste included in the orders

    issued by the President under Article-341 of the Constitution of India.

    4. While informing the above, the Director of Social Welfare, A.P.,


    Tadepalli has requested the Commissioner, Vijayawada Municipal
    Corporation to take immediate necessary action for removal of the erected
    board in the Gunadala area, Vijayawada, duly renaming the colony with
    appropriate translation as per the instructions issued by the Government
    of India.

    5. Therefore, the Commissioner, Vijayawada Municipal Corporation is


    requested to take immediate necessary action for removal of the said
    erected board in the Gunadala area, Vijayawada, duly renaming the colony
    with appropriate translation as per the instructions of the Government of
    India and submit action taken report to the Director of Social Welfare, A.P.,
    Tadepalli directly under intimation to this ofce without fail.

    6. In this connection, all the Commissioners of ULBs in the State are


    requested to follow the instructions of the Government India with regard to
    usage of names of Scheduled Castes and Scheduled Tribes in ofcial
    records & correspondence etc. Further, they are requested to identify the
    name boards, which are pointed in respect of Vijayawada Municipal
    Corporation, and replace them duly renaming the name boards with
    appropriate translation as per the instructions of the Government of India
    to avoid complaints in this regard.

    7. This shall be treated as MOST IMPORTANT.
