information from PSCC/Customer Tester & PPEs before commencing to the Breakdown site.
Care/Consumer/PSS/ BAS

3 - If the area can be back feeded (Partial/Total)

1. After reaching the breakdown location the team have to identify the
faulty section.
2. The Section In Charge / Authorised Person to check if back feeding is
possible. In such cases of back feeding the following steps are to be
followed :
2.1 The Section In Charge / Authorised person to confirm the loading of the
alternate Circuit.
2.2 The Section In Charge / Authorised person to take PTW (for Back feeding
Purpose)
2.3 The team has to isolate the faulty portion.
2.4 Put Safety Tag, Lock in the isolating equipment (If proper locking facility is not
available a person has to be deputed till the work is completed).
2.5 Restore the supply to the healthy (alternate) source.
2.6 Cancel the PTW & update the PSCC/PSS & BAS about the changes done in the
NOP, NC points.
3. Breakdown team to commence work for the fault restoration with new
PTW.

A. Over Head Line Fault

After Neon Tester indicates the supply is OFF, Use

B. Attending Faults during Network Damage- All steps (1-13) related to safety & operations to remain same
1. In Case of Pole / Network Damage condition additional man power to be deployed or manpower pooling to be done
by the BA.
2. Arrangement of T&P Material / Machinery (e.g. Hydra, Pole master etc.) to be done by the BA.
3. Special focus on safety to be kept during movement of heavy machinery & handling of items such as poles, steel
structure, DTR etc.

C. DTR Fault – HG Fuse Blown off


i) Single Phase HG Fuse blown off.
4. ii)The breakdown team along with the Section In Charge /
Authorised person to reach the site after receiving the
information from PSCC/PSS/BAS.
5. The section In Charge / Authorised person has to take PTW &
take Shutdown from PSCC / PSS.
6. The breakdown team has to check the HT & LT supply status
with the help of neon tester.
7. The breakdown team has to isolate the DTR AB switch & use
Do not Operate Tag.
8. After visually checking all phases are isolated the breakdown
team has to fix the discharge rod in HT & LT Side of DTR &
ground it for making Safety Zone.
9. The HG fuse has to be replaced with a proper size Fuse wire.
10. After the replacement work is complete the LT network has
to check & DTR is to be charged at No load.
11. After 10 mins of DTR charging at no load, load has to be
taken.
12. Lineman to check LT supply of all 3 phases by means of
Multimeter / Double series lamp.
13. The section In Charge / Authorised person to check line is free
from Man & material & inform PSCC/PSS & cancel the PTW.
14. The section In Charge / Authorised person to inform the BAS.

ii) Two Or more Phase HG Fuse blown off.


Step 1 to 5 shall be common & after the satisfactory IR testing of the DTR steps from 6 to 11 shall be common.

Process of IR Testing
 The HT & LT leads of the DTR to be removed.
 If metering CTs are installed they must be removed with precaution & in sequential Manner.
 IR values of the DTR is to be taken, if the IR value of the DTR is in safe range (refer Table) then only the HG fuse has to be
replaced & DTR leads & CTs to be connected.
 If IR values are below the minimum range DTR is to be replaced with a Healthy DTR.

Safe Range of IR Values.


1. HT-E- 20 M ohms.
2. LT-E- 20 M ohms.
3. HT-LT- 20 M ohms.
Voltage Selection.
1. HT-E – 2.5 KV.
2. LT-E- 1KV.
3. HT-LT- 2.5 KV

D: HT Cable Fault (UG/ABC)

1. Take PTW from PSCC/PSS.


2. Shutdown feeder & open earth switch, Open AB switch & lock handle else depute a person till work is
complete.
3. Ensure cable is isolated and earth is opened at both ends.
4. Ensure feeder is not live by Neon Tester.
5. Connect discharge rod with earth pit and discharge all phases at both ends to prepare Safety Zone.
6. Perform Hi Pot/ Megger between R-E, Y-E, B-E, R-Y, and Y-B & B-R.
7. If Megger Value is < 5 KV or Hi POT is not withstanding (P-E 6.5KV) & (P-P 11KV), Inform FLC for fault
location and perform survey of cable route to check for external damage from digging by any agency.
8. Once FLC arrives, handover the cable section to them after ensuring cable is isolated & earth switch is open.
9. Fill up & sign Cable testing authorisation sheet & handover to FLC.
10. Once faulty position is pinpointed, coordinate with BA for digging & repair activity. Provide work permit and
necessary approval to BA for digging. Ensure that BA is following all safety procedures during digging & repair
activity (including safety zone & Barricading)
11. Once faulty cable is exposed after digging ensure to verify faulty cable by surging or by cable identifier
through FLC. After faulty cable verification, cable to be punctured remotely maintaining safe distance.
12. Before joining of cable both side to all three cores Megger / Hi POT to be performed and jointing to be
carried out only if Megger /Hi POT values OK. Inform FLC if Megger values not OK. After jointing/termination
is completed perform Megger on three core with respect to earth and phase to phase
15. If Megger value is > =5 KV or Hi POT is standing 6.5KVA (P-E) & 11 KV (P-P), The section In Charge / Authorised
person to check line is free from Man & material & inform PSCC/PSS to cancel the PTW & charge the cable.
13. Any Changes done in the NOP, NC points to be communicated to the PSCC, PSS & BAS.
