that all community members acquire knowledge of the emergency response process.

III. REQUIREMENTS.
A. Personnel Requirements:
Every security personnel are required to render duty for a continuous duty of six (6) days and reliever
is needed to replace the latter on the seventh day. There shall be a deployment plan (schedule of duty covering the
15 days or 30 days period every month) as a reference to be prepared by the headguard/Officer on duty as the basis
for the preparation of daily manning. All security personnel are required to affix their signature as a good gesture
that these personnel knew their respective schedule of duty. This plan shall be noted by the Client representative
and to be approved by representative of VSAC Operations Department.
The Security Officer shall submit a bi-monthly/ monthly deployment schedule of guards and a daily
manning of deployment every day or as needed by the Grand Soho Makati Residences management and also to
Versatile Security Agency, Corp. Submission of report could be thru E-Mail every 0800H wherein the covering
period of the reports from the first (1 st) hour to twenty fourth (24 th) hours such as like this: Daily Security Report
from 010700H-020700H June 2021 addressed to the Property Manager of Grand Soho Makati Residences and also
to the Operations Managers of VSAC.
B. Equipment:
Versatile Security Agency Corp. will comply all essential security requirements stipulated in the
summary of Firearms, communication and other support equipment’s as prescribed in the operational requirements
of Grand Soho Makati Residences.

VSAC compensation and benefits shall be based on PADPAO rates (Please refer to current wage of
guards for NCR).
2. PERFORMANCE EVALUATION:
Evaluation of performance of every security personnel shall be based on the Officer Evaluation and
Security Guard Evaluation Mark. Important factors to consider:

Guards without or with expired license, the guard shall be placed under preventive suspension until a
new license is secured.
A security guard relieved for a cause from Grand Soho Makati Residences shall be banned from
entering the premises of any Grand Soho Makati Residences premises and installations except when officially
transacting business related to the office-clients/students operations.

F. INSPECTION ACTIVITIES
VSAC Operation’s Officers shall be the primary responsible person in the conduct of rank/ detachment
inspection regularly to determine the alertness, appearance, bearing, of the guard posted in every detachment.
There will be a clustering of post /detachment in order to organized into two (2) groups and there will be a
designated venue for the inspection date/time by means of using an EMAIL / cellular phone for the proper
dissemination of Program of Inspection.
Operational Functions of the Security Personnel:
The physical security of all Grand Soho Makati Residences personnel and visitor’s properties are the primary
concerns and responsibility of security guard force, particularly the guards on duty. Visitors and the like, while the
premises, should likewise be protected.
The security guard is also responsible for the enforcement and compliance of LEMON SQUARE Policies,
Rules and Regulation in addition to the General Orders, Code of Ethics and Code of Conduct prescribed under RA
5487 otherwise known as “The Private Security Agency Law”.
Guards on duty shall know how to react during emergencies and to carry-out the specific emergency
procedures for natural disasters such as typhoon and earthquake, man-made disasters such as accidents, criminality,
terrorism, demonstration, mobs or civil unrest such as sickness and injuries.

G. ACCESS CONTROLS AT LEMON SQUARE OFFICES.
Authority to access: Access to Grand Soho Makati Residences offices shall be managed with proper
authority from Grand Soho Makati Residences.
Access Control:
Access to Grand Soho Makati Residences offices is restricted to unauthorized individual.
Appropriate signage is installed to indicate restricted areas and access control requirements.
All personnel, company staff, contractors, and visitors are subject to security inspection by body
frisking.
Bags and packages are subject for inspection using a search stick.
ID badges are required and must always be conspicuously displayed.
Security inspection & screening:
All incoming and outgoing persons, vehicles, bags and packages must be inspected by the security
guards before access to the facility may be granted
Personal; searches are conducted in a designated place inside the security checkpoint
Vehicle searches are conducted in a designated area outside the gate/ barrier
Refusal of the any person to undergo security inspections and searches is a basis for refusal of entry to
the facility and shall be reported at once as a security incident.
Pass and Badge System and Procedures:
All Grand Soho Makati Residences personnel must wear their issued ID badges before allowing to
enter. These badges must be worn conspicuously at all times while inside Grand Soho Makati
Residences premises.
All contractors and visitors must surrender their Company issued ID or any government ID to the
guard in exchange for an access Pass. The security guard on duty may request additional ID Cards or
credentials to vouch for any person of vehicle wishing access to the Grand Soho Makati Residences
Offices. They must remain within the zone or area indicated in the access passes.
All security guards at access points shall ensure that all pass badge issuances are properly entered in
the Access Control Log Sheet.

All access control log sheet shall be checked daily and the issuance and or return of pass badges shall
be accounted for at the end of tour of duty for every shift.
All filled out Log Sheets are to be compiled and stored in a designated security cabinet.
Lost pass badges are to be immediately reported to the security guard at the pass issuing point. The
bearer of the badge shall file a missing item / property report.
The serial or sequence number of the lost or missing badge shall be entered as missing/lost in the
security logbook and subsequently decommissioned.
Lost, damaged, or misused passes shall be subjected for investigation by the Grand Soho Makati
Residences Security Office.
Any person who loses or damages a pass badge shall pay at the Grand Soho Makati Residences
Cashier the required amount as stipulated in the notice printed at the back of the badge. The said
person shall further undergo a mandatory 30 minutes of re-orientation /indoctrination on Access
Control Procedures.
Misuse (tampering, exchanging, misrepresenting, fraud) of the pass badge shall be subjected to
disciplinary rules of Grand Soho Makati Residences.

H. EMERGENCY PROCEDURES
To address an emergency situation, an Emergency Response Team (ERT) and a Criss Management Team
must be organized to address any possible situation and restore operations back to normal.
The Emergency Response Team (ERT) shall be composed of the following:
Security Team
Medical First Aid Team.
Evacuation Team
Search and Rescue Team
Communication / Support Services Team
Transportation Team
***Important telephone directory addresses of key officers, supervisors shall be compiled and made
available to each group/department/Office.
The Crisis Management Team (CMT) shall be organized to be on top of all emergency situations. The
members shall composed by Senior Management Officers of Grand Soho Makati Residences.
The CMC shall automatically convene if a major security /emergency incident occurs. Likewise,
it shall address immediately conditions leading to the level of situation report into security level 2 & 3.
The committee shall discuss recommendations to the Chief Security Officer to enhance security
measures in coordination with the Designated Authority.
Response Procedure:
1. Notification responsibilities:
The following incidents are classified as security related, the occurrences of which must be reported
immediately to the Chief Security Officer using the standard incident report form:
Crimes of violence (includes assault, robberies, shooting incidents, and other crimes of violence).
Threats and intimidations (direct verbal threats, calling by telephone, SMS Messages, letters, or
by third party information’s).
Breach of Grand Soho Makati Residences policy (all violations of Grand Soho Makati Residences
policies)
Breach of safety & security (all violations of safety & security, rules and regulations)
Malicious damages or deliberate destruction of property
Other crimes (other felonious acts prescribed by law)
Other suspicious activities or objects found
Internal Reporting:
All personnel, contractors, and visitors must report all incidents and breaches of security to the
Security Office. Notification should be made in the following manner:
- Upon receipt of notice /awareness of an incident, verbal notification by phone, intercom,
and radio shall immediately be relayed to Security Office.
- Witten reports using Grand Soho Makati Residences Incident Report Form shall be
submitted immediately to the Security Office.
External Reporting:
The Chief Security Officer shall initiate all external reporting and notification of incidents, threats, and
other information to appropriate Authorities (PNP, BFP, Hospital, AFP, Barangay, etc) as necessary or when
situation escalates beyond the control of Grand Soho Makati Residences.

Upon receipt of the report, the Chief Security Officer shall conduct an immediate inquiry of the
incident.
The security Officer responding to an incident shall ensure that incident site is closed off and
marked to, prevent damage or tampering of potential evidence.
3. HANDLING OF THREATS:
It is expected that any time of the day, Grand Soho Makati Residences, its partners and customers may
different kinds of threats that may be classified as man-made and natural threats. Generally, threats includes
criminal incidents, public disturbances, terrorism, medical emergencies, fire breakout, earthquakes, tsunami and etc.
a. For Emergency Response and Classification Purpose, VSAC SECURITY uses the
following definitions:
Level 1 - Minor Emergency: Defined as any event which may be dealt with locally by Grand
Soho Makati Residences Emergency Response Team (ERT) in conjunction with the operating establishment
/companies without assistance from National and Local Emergency Services.
Level II - Serious Emergency: Defined as any event which requires assistance from one or
more companies/establishment from the National and Local Emergency Services.
Level III - Major Emergency: Defined as any event which causes or threatens death or injury,
serious disruptions of essential services or damage to properties, the environment or infrastructure beyond the
normal capabilities of the principal emergency services in the area in which the event occur and requires the
activation of specific additional procedures and the mobilization of additional resources to ensure an effective
coordinated response.
b. Grand Soho Makati Residences Emergency Flow chart and Emergency Response
Plan
This Emergency Response Plan provides basic guidelines that should be followed by the Grand
Soho Makati Residences Emergency Response Team (ERT) in the event of an incident within the area.
This plan also provides details regarding the responsibilities of the LEMON SQUARE
spokesperson and the interface between the Crisis Management Team (CMT) and spokesperson:

I. FIRE PREVENTION AND CONTROL
1. Fire Prevention
In accordance with Presidential Decree 1185 otherwise known as the Fire Code of the Philippines, the
following fire prevention measures should be strictly complied:
All Grand Soho Makati Residences Offices with more than two (2) floors should be provided with
water sprinkler system, fire alarm and emergency fire hoses in each floor. A fire evacuation plan or diagram
showing the route of emergency exits and the exact location of available firefighting equipment shall be posted to
indicate direction to fire exits.
Adequate ABC type of fire extinguishers should be provided in every office, displayed
conspicuously to ensure that they can be access during emergency. The guards shall inspect these fire extinguishers
during lull period especially Saturday or Sunday to check the pressure gauge or content are still in good charge
condition ready to be use any time when it is needed.
Discharged fire extinguisher shall be reported to the concerned Safety Officer in order to replace
and to be refilled as soon as possible.
Battery-energized emergency lights should be installed in each exit routes.
Fire Brigade Team to be headed by a Fire Marshall shall be organized within LEMON
SQUARE premises to response to emergency situations. The Chief Security Officer shall be designated in writing
by the Branch Manager or his /her representative.
Fire safety inspections shall be conducted periodically to check potential fire hazard areas
including inspection of electrical wiring, fire exits and fire plans and to recommend appropriate counter measures.
Fire drill shall be conducted once a year, preferably on the month of March.
Guards shall conduct daily inspection of fire exits for obstructions.
Telephone hotlines of nearest fire stations shall be posted in every telephone set.
Low-lying electrical circuits shall be de-energized when flooding is imminent.
Use of candles and oil lamps during brownout is prohibited. Emergency lights should be provided
in each office room or a generator set be installed to ensure continuous power supply during brownout.
Inflammable materials should be stored only in designated safe areas.
Dispose of waste papers, thrash, etc. at the garbage storage dump area.
2. Fire Control Procedures
The personnel who first notice the existence of fire in the building shall immediately spread the
news without panicking thru the following:
o Communication thru radio and report to Security Operation Center or OIC
o Use of megaphone siren and announcing Fire Detected at __location___
o Trigger fire alarm button or bell
He shall initially try to put off the fire using the fire extinguisher or any available appropriate
firefighting materials or equipment near the fire until the arrival of the Emergency Response Team / Fire Brigade
Upon hearing the fire alarm, members of the Emergency Response Team / Fire Brigade shall get
their firefighting equipment and proceed to the location of the fire and make a concerted effort to try to stop the fire.
Should the fire escalate and can no longer be contained, with the approval of the Crisis
Management Team, duty Security Operation Center (SOC) shall call the local BFP.
Perimeter guards shall await for the arrival of the BFP. DC or roving guard shall escort the BFP to
the exact location of the fire and brief same accordingly.
If it is an electrical fire, the main power supply shall be cut off immediately using the electrical
fuse or circuit breaker.
At the sound of the alarm, all employees and students who are not members of the Fire Brigade
Marshal including visitors and clients shall evacuate immediately following the evacuation procedures
The security guards shall not be used for other purpose than protecting the exits and entrances
from trespassers who might take advantage of the situation.
J. BOMB THREAT
1. Bomb Threat by Telephone
Do not interrupt the caller, let them finish their message

2. Initial response:
The most serious of all decisions to be made by the management in the event of bomb threat is
whether to evacuate the building or not. The Crisis Management Team (CMT) shall convene to make the proer
assessment and necessary decision.
There are three alternatives when faced with bomb threat:
a. IGNORE THE THREAT
Ignoring the threat can be resulted in some problems. While statistically, most bomb threat calls
are hoax, it cannot be overlooked that bombs have been located and in fact exploded in connection with a bomb
threat calls. There is also a possibility that the caller feels ignored and actually plant a bomb.
b. EVACUATE IMMEDIATELY
Evacuating immediately on every bomb threat appears to be the preferred approach. However,
this may result to disruptive effect on business approach. But if the caller knows that the plan calls for evacuation
each time a threat is made, then he can plan calls fo evacuation each time a threat is made, then he can play with it.
4. BOMB EXPLOSION:
In case of fire or bomb threat and bomb explosion and other similar situations wherein evacuating the
office is a must, the following procedures must be followed:
Upon hearing the alarm or when instructed by the Security Officer to evacuate the building, all
employees and students must stop working and exit the building towards the Evacuation Area.
Remain calm and attempt to close all cash safe vaults (cashier), doors and windows except those
to be used as exits. Leave all valuables inside safe or vaults.
Clear all passageways by placing chairs, stools and other obstructions under or on top of the table.

K. EARTHQUAKE:
Given the most advanced technology today, earthquake is still cannot be predicted accurately. Thus, the only
way to minimize, if not eliminate the degree of damage to life and property is for people to react properly during the
earthquake.
The following general instructions shall be observed:
During the earthquake, perform Duck – Hold – Cover. Seek cover under heavy furniture like tables,
beds or couches. This will protect you from falling debris
o If you are an alley, or street between tall building, structure and walls , seek cover inside parked
cars, motor vehicles or strong structures
o Beware of falling electrical posts and wires, falling debris such as sign boards, glass fragments,
etc. Stay away from loose hanging objects that may fall.
After the earthquake, keep calm and on signal get out of the building as expeditiously as possible using
the nearest and shortest exit route towards the designated evacuation area.
No person shall be allowed to go back inside the office until the “ALL CLEAR OR RETURN TO
OCCUPY THE BUILDING HAS BEEN ANNOUNCED BY THE SECURITY OFFICER and this must be
approved by the Crisis Management Team (CMT)
L. MEDICAL EMERGENCY:
Should a medical emergency occur, First Aid shall be applied to the patient or victim.
Patient or victim shall be immediately evacuated to the nearest hospital as needed.
Priority of effort is to save the life of the patient or victim, Afterwards, appropriate investigation shall be
conducted to identify the cause of the medical emergency.

A. DETACHMENT COMMANDER - directly responsible for the administrative control and supervision over
the security personnel assigned in Grand Soho Makati Residences and act as the lead investigator of the
Security Agency.
Duties and Responsibilities:
1. Develop plans, programs, projects, and activities related to security matters
2. Recommends safety measures to improve Grand Soho Makati Residences security system and
procedures
3. Monitors compliance of policies, rules and regulations being implemented by Grand Soho Makati
Residences and the security agency.

first aid, earthquake drill, fire, and other events required by Grand Soho Makati Residences
management.
5. Implement emergency and disaster preparedness plan
6. Coordinates with other law enforcement agencies on security related matters.
7. Ensures that the standard /required man hour and man-loading are being strictly observed.
8. Dispatches qualified relievers and or replacements without any delay.
9. Ensures that required security equipment such as firearms, communications, paraphernalia and
supplies and other safety tools are being provided
10. Confirms reports, memoranda, correspondences, and other communications relative to security
operations.
11. Ensures the safety of the Grand Soho Makati Residences Unit Owner while inside the premises.
12. Attend coordination meeting with LEMON SQUARE organic office personnel and or any other
dialogue with Grand Soho Makati Residences officials and employees.

B. ASSISTANT DETACHMENT COMMANDER - directly responsible for the administrative control and
supervision to all guards during the night shift duty as the second in command of the detachment.
Duties and Responsibilities:
1. Acts as the action officer in all activities, reports, and compliances required by the client and the
Agency especially in the development of plans, programs, projects, and activities related to security
matters.
2. Ensures that all reports are submitted promptly.
3. Conduct proper briefing to all guards before posting.
4. Performs other task as directed by his Detachment Commander.
D. PERIMETER GUARDS:

E. ROVING GUARDS -in charge of the supervision over the security personnel assigned at security site and
acts as Intelligence Officer:
Duties and Responsibilities:
1. Supervise the entrance and exit doors in the AOR. Conduct roving inspection around the installation
and to report any untoward incidents.
2. Attend to complaints and conducts investigation. Acts as a reliever of his co-guards who are attending
to their personal necessities, i. e. meals, coffee breaks, etc.
3. Prepare reports of all incidents occurring within the premises and submit report to the Headguard for
immediate actions and dispositions.
4. Help in checking incoming deliveries, materials, packages, supplies and others.
5. Assist at the entrance/exit in the proper screening of visitors and the issuance of visitor’s pass to those
permitted to enter.
6. Supervise in maintaining a recording system of all parked vehicles. Assist in the smooth flow of traffic
especially during rush hour.
7. Prepare reports, memoranda, correspondences, and other communication on cases involving any form
of traffic /vehicular accidents and submit same to superior officers
8. Observe the movement of people inside the installation. Prevent un-authorized personnel from loitering
in prohibited places.
9. Trains and educate parking guards. Check waste containers and garbage before being allowed to be
allowed to be brought out or disposed-off.
10. Accompany the maintenance personnel and or the janitors when they are entering the rooms, offices to
do their respective jobs.
11. After office hours, immediately examine all rooms, closets conference rooms, visitor lounge, supply
room, basement and restricted areas.
12. Check whether typewriters, adding machines and computers are properly covered and unplugged.
13. Switch off unnecessary lights, air conditioning units, appliances and other office equipment left
functioning by the employees.
14. Switch off machines left functioning by worker which may have been done intentionally or
unintentionally.
15. Close all doors and windows to prevent intruders form using it as an access in penetrating the interior
part of the installation being secured.

F. FLOOR/OFFICE GUARDS- is the last security stronghold where the highest degree of protection is
demanded and enforced.
Duties and Responsibilities:
1. Implements the “NO ID, NO ENTRY” policy for Grand Soho Makati Residences personnel
2. Enforces Personnel Security Control Measure Procedure on the use of prescribed uniform.
3. Observes Visitors Security Control Measure Procedure by categorizing all incoming visitors under
two (2) classifications: 1) Private visitors of employees and 2) Visitors transacting official business.
4. Monitors / informs listed the Detachment Security Department in cases of presence of watch listed or
suspicious persons.
5. Observes Material Security Control Measure Procedure by ensuring that all persons going out with
materials, equipment and such all other properties belonging to the system are covered with proper
gate /equipment pass duly signed by authorized personnel.
6. Conducts routinely inspections within the area of responsibility.
7. Assists in the implementation of Disaster Preparedness Plan.
8. Perform others task as directed and implied.
G. HEAD GUARD (HG) – is directly responsible for the operations, administration and management of the
security under his command .
Duties and Responsibilities:
1. Exercise general administrative control and supervision to all security personnel in the detachment.
2. Implement client and Security agency existing policies, rules and regulations.
3. Formulates plans, research and studies on improving and upgrading security service.
4. Prepare violation reports committed by subordinate guards and communications addressed to Grand
Soho Makati Residences Security Department and to the Agency.
5. Classifies reports and maintain orderly files of records and other documents.
6. Prepare the daily activity report during the entire twenty-four (24) hours security operations.
7. Preparation of Security deployment plan for the month (1-30/31 days) and to be sign by all concerned
personnel as a reference in the preparation of daily manning of guard (detail);
8. Conduct daily guard mounting on all incoming personnel thirty (30) minutes before the activity of
turn-over etc. (Example: 0530H if the turn-over is 0600H and 1730H if the turnover is 1800H)
9. Conduct routine inspection of all posted security personnel
10. Conduct inspection of security guard timecards.
11. Preparation of justification on over-time work or additional man-hour service.
12. Perform other task as directed.
H. MAIN DOOR GUARD - is the vanguard located in the second line of defense that screens and filtrate
personnel, properties, and equipment passing through the office premises.
Duties and Responsibilities:
1. Implements the “NO ID, NO ENTRY “policy for regular and casual employees
2. Maintains a separate one (1) way passage for all incoming and outgoing persons;
3. Inspects all persons entering with bag, packages, parcels and such other containers and ensure that no
deadly weapons, explosives/ its components and other harmful materials are brought inside.
4. Conducts body search and issue /retrieve deposit slip to persons carrying firearms with proper
documents. Violators shall be turned over to Detachment Office for proper investigation.
5. Monitors and informs the Detachment Officers in the presence of suspicious persons or those whose
names appearing on the “Watch List” entering the building.
6. Ensures that all persons going out with materials, equipment and such all other properties belonging to
the system shall be covered with gate/equipment pass duly signed by authorized personnel.
7. Prohibits un-authorized vendors from entering the building.
8. Prevents un-authorized persons from entering the building premises during emergency situations
9. Assists in the implementation of Disaster Preparedness Plan

I. MAIN DOOR ASSIST - (intended for Lady Guard) – assists and screens transacting members/visitors at the
main entrance door especially the women /ladies entering the branch
Duties and Responsibilities are similar with the main door guard.
J. BUILDING ROVING GUARD – is responsible for the over-all physical security and safety of the entire
building
Duties and Responsibilities:
1. Conduct routine inspection inside LEMON SQUARE Building and prepare reports of all incidents
happened and submit same to the HG for immediate action and disposition.
2. Attend to complaints and conducts investigations therein.
3. Assists in the control of members gaining access inside office premises especially during busy hours.
4. Extend necessary assistance to LEMON SQUARE Officials visitors, guest and members
5. Assist in the smooth flow of traffic especially during rush hours if there’s no perimeters guards.
6. Performs other implied task and directive from superior officers
K. PARKING GUARD - is the one accountable for the orderly parking and safety of vehicle inside the office
premises.
Duties and Responsibilities:
1. Regulates the flow of traffic and conditions of the parking status.
2. Direct properly inspected vehicles to the designated area
3. Logs down the plate number, description and time in of the vehicles entering the premises. Monitors
/records parked vehicles left with open doors , lights, switched on, etc., and possibly locate the owner
or driver and inform them of the status
4. Reports immediately cases of vehicles collision or any form of traffic accident and preserve the area
for proper investigation
5. Implements House Rules on Parking /Overnight parking
6. Perform other duties as directed by Grand Soho Makati Residences and security Officer to be
