CHAPTER ONE
INTRODUCTION
1.1 THE SIWES
The Students’ Industrial Work Experience Scheme (SIWES) started in 1974 with 748

students from 11 institutions of higher learning. By 1978, the participation in the scheme had

increased to about 5000 students from 32 institutions. The Industrial Training Fund, withdraw

from the management of the scheme in 1978, owing to the problem of organizational logistic

and the increased financial burden associated to the rapid expansion of SIWES.

Consequently, the Federal Government funded the scheme through the Natural Universities

Commission (NUC) and the National Board for Technical Education (NBTE) who managed

SIWES for five years (1979-1984). The supervising agencies operated the scheme in

conjunction with the respective institution during this period.

The scheme was subsequently reviewed by the Federal Government resulting in Decree no

164 August, 1985 which require that : ALL STUDENTS ENROLLED IN SPECIALISED

ENGIEERING, TECHNICAL, BUSSINESS, APPLIED SCIENCE AND APPLIED ARTS

SHOULD HAVE SUPERVISED INDUSTRIAL ATTACHMENT AS PART OF THEIR

STUDIES: Following the resumption of management of SIWES by the I if the 1984, the

scheme has witnessed rapid expansion in 2008 alone, 204 institution participated in SIWES

and the number of students 210,390. Presently, participation is limited to science, engineering

and technology programs.
