Design of A Proposed Roundabout in Kalayaan Ave-J.P. Rizal Avenue Junction

This document proposes designing a roundabout for the intersection of Kalayaan Avenue and J.P. Rizal Avenue in Makati, Philippines to address traffic congestion issues. Traffic congestion is a major problem for developing countries due to population growth and lack of public transportation options. The intersection experiences congestion as both roads are major routes and Makati has a large daytime population. Converting the intersection to a roundabout could improve traffic flow by having vehicles merge at slower speeds in one continuous counter-clockwise direction instead of stopping for perpendicular crossings controlled by traffic lights. A roundabout design for this intersection will be simulated using PVT Vissim software to analyze its potential impact on congestion.

KALAYAAN AVE-J.P. RIZAL AVENUE JUNCTION

Introduction

Traffic congestion is one of the main problems of a developing country. Traffic

congestion leads to people’s lack of productivity within the day, air pollution that causes global

warming, increased use of fuel consumption, and may also cause loss of lives due to the

inability of an ambulance to go through. Congested traffic is the effect of economic growth,

growing population, and lack of public transportation that reciprocates the job growth in a

developing country.

The Philippines, a developing country has congested traffic mostly in the urban areas,

especially in Metro Manila. Metro Manila, being the country’s capital, is also the center for

commerce, industry, entertainment, education, government and more industries. Because of

this, Metro Manila is considered to be the most populous region of the country, with a

population of 12,877,253 based on national census of 2015. Larger population means more

vehicles and more people using transportation. Over time, Metro Manila’s roads will get

saturated, resulting in congestion.

Makati is the heart of finance of the Philippines and is part of Metro Manila. During

weekdays, Makati’s daytime population is approximated to be 3.7 million, a large portion of

this is due to the people travelling for work, business or shop. Kalaayan Avenue is considered

one of the major route in Makati, with part of its length connecting Carlos P. Garcia Avenue
(commonly known as C-5 Road) and Pasig City. Likewise, Jose P. Rizal Avenue, more known

as J.P Rizal Ext., is a major local avenue in Makati which intersects with Kalayaan Avenue in

Barangay East Rembo. Being two major routes in junction, this intersection is vulnerable to

traffic congestion.

Some ways of controlling this congestion is the efficient use of traffic lights, the

disciplinary plan of the government in implementing road regulations, and change in road

configuration. The implementation of roundabouts in these intersection converts complex traffic

flow into one-way counter clockwise traffic, giving the priority to the vehicle already in the

roundabout to cross the junction. This design removes perpendicular crossings and creates an

environment of merging at slow speeds. This aims to reduce the congestion and confusion in

relatively lower volume intersections.

The Kalayaan- J.P. Rizal Ext.junction is currently being implemented with the standard

4-way intersection, with traffic signals as its traffic control. The design of the proposed

roundabout in the said junction will be done and will be simulated using the software PVT

Vissim.
