MEMORANDUM
1. On October 12, 2023 at about 10:00 o'clock in the evening, a kidnapping incident happened in Bauan,
Batangas wherein the victim was identified as Catherine Camilon Y. Manguerra, 26 years old, single,
high school teacher, beauty pageant contestant, 5’6 in height, white complexion, and a resident of Brgy.
Rillo, Tuy Municipal, Batangas.
2. Investigation conducted disclosed that the victim had left her house in her vehicle, a silver Nissan Juke
with the plate number NEI 2990. The victim was seen at around 8:00 PM of October 12, 2023 on CCTV
footage in a mall in Lemery, Batangas. She then traveled to Sta. Teresita, Batangas until she arrived in
Bauan, Batangas. Rose Camilon, the victim’s mother, said that she last had a conversation with her
daughter at around 8:33 PM of October 12, 2023 wherein she was told that her daughter was at a
gasoline station in Bauan, Batangas.
3. Continuous investigation is still conducted by this station to find leads regarding to the said incident.
Any information involved relative to same will be immediately forwarded to that office as soon as
obtained.
MEMORANDUM

a. Spot Report dated 18 October 2023
2. This pertains to the progress of investigation relative to a kidnapping incident of Catherine Camilon Y.
Manguerra, 26 years old, single, high school teacher, beauty pageant contestant, 5’6 in height, white
complexion, and a resident of Brgy. Rillo, Tuy Municipal, Batangas.
3. On November 6, 2023, The PNP CIDG in Region 4A received information from two witnesses who had
seen the incident. The two witnesses claimed that they saw a bloodied and unconscious victim being
transferred by three men to a red Honda CR-V from her silver Nissan Juke in Bauan, Batangas. The two
witnesses also claimed that one of these men saw them and pointed a gun at them. The witnesses noticed
that the man with the gun had distinct tattoos and physical features.
4. Further investigation was conducted, resulted in the identification of the man with the gun as suspect,
Jeffrey Ariola Magpantay, 33 years old, a resident of Brgy. San Roque, Rosario, Batangas, and the
driver of primary suspect, Police Major Allan de Castro, 40 years old, married, and a graduate of PNPA
Class of 2008.
5. On November 8,2023, The red Honda CR-V where the three men had transferred the victim’s body was
found in a vacant lot in Brgy. Dumuclay, Batangas City. In the vehicle, the PNP Forensic Group found
17 hair strands, fingerprints, and 12 swabs of blood samples.
6. A case of alleged kidnapping and illegal detention is being prepared by this station for filing in court
against the suspects. Any development regarding this case will be submitted to that office as soon as
obtained.

2. The kidnapping incident that transpired on October 12, 2023 around 10:00 PM in Batangas
3. To possibly identify the suspects that will led to their apprehension and possible prosecution.
4. On October 12, 2023 at about 10:00 o'clock in the evening, a kidnapping incident happened in
Bauan, Batangas wherein the victim was identified as Catherine Camilon Y. Manguerra, 26 years
old, single, high school teacher, beauty pageant contestant, 5’6 in height, white complexion, and a
resident of Brgy. Rillo, Tuy Municipal, Batangas. Two witnesses had seen a bloodied and
unconscious victim being transferred by three men to a red Honda CR-V from her silver Nissan
Juke. The two witnesses also claimed that one of these men saw them and pointed a gun at them.
The witnesses noticed that the man with the gun had distinct tattoos and physical features.
IV. DISCUSSION
5. Investigation conducted by this office disclosed that the primary suspect, Police Major Allan de
Castro, 40 years old, married, and a graduate of PNPA Class of 2008 was having an illicit affair
with the victim and was supposed to meet the victim on the day of her disappearance based on
their text messages exchange.
6. Further investigation conducted disclosed that the motive of the incident emanated from a break
up/misunderstanding between them wherein the victim was threatened by the suspect at any
opportune time. This officer invited one vital witness who’s a friend of the victim to shed light in
this particular incident.
7. In the sworn statement of a witness, beauty pageant contestant, friend of the victim, that before
the incident happened to her friend, the victim told the wife of the primary suspect that he was
having an affair with another woman.
8. The Philippine National Police (PNP) confirmed on Tuesday, November 28, 2023, that the DNA
evidence collected from the abandoned vehicle had matched with the victim’s mother own DNA.
Among the hair strands recovered belong to a male person.
9. Police Major Allan De Castro was charged with kidnapping and illegal detention at the Batangas
Provincial Prosecutor’s Office on November 13, 2023, along with his driver and bodyguard
Jeffrey Ariola Magpantay and two unidentified men.
10. The primary suspect admitted having an illicit affair with the victim but he denied involvement in
her disappearance. But according to the victim’s family and friends, the suspect beats up the
victim during their relationship when he is drunk.
11. The suspect, Jeffrey Ariola Magpantay, 33 years old, driver of the primary suspect, a resident of
Brgy. San Roque, Rosario, Batangas, together with his live-in partner personally appeared at the
Balayan Municipal Police Station in Batangas on January 9, 2023 around 11:59AM, and
voluntarily submitted himself for preventive custody.
12. The primary suspect was dismissed by the Police Regional Internal Affairs Service after a probe
uncovered evidence that he had an extramarital affair with the victim and is currently under
restrictive custody in the PNP-Calabarzon Police Provincial Office.
V. CONCLUSION
13. The witness accounts on Camilon’s case all pointed to the possibility of her death. However,
authorities will still continue to probe Camilon’s case and the kidnapping and illegal detention
charges filed against De Castro.
VI. RECOMMENDATION
14. Wherefore, in view of the foregoing, the undersigned respectfully recommends that this case be
considered unsolved and still on going.
