PUBLIC ADMINISTRATION PROGRAM

OBJECTIVES

In line with the University’s mission and philosophy, the programs in Public Administration are aimed at producing graduates not only with
specialized preparation for public administration functions but also graduates who are imbued with social and moral values of commitment,
transparency, accountability, honesty and integrity in the public/community service.

SPECIFIC OBJECTIVES

The MPA and DPA programs intend to:

• Provide an opportunity for career and professional development of civil servants and those in the non-governmental sector of the
community.
• Equip public servants and those in the civil society sector with administrative expertise and decision-making capabilities to enable them to
become better administrators and policy-makers.
• Enhance further the social and moral values of workers in the public and private sectors of the community for better public policy formulation
and implementation as well as for improved delivery of services.

COURSE DESCRIPTION:

This course deals with ethics and the morality of human behavior as well as the accountability of one’s decision and action. It also includes
values and attitudes in the public service.

COURSE LEARNING OUTCOMES:


At the end of the course, the students will be able to:
• Learn the concepts of ethics and accountability in the public service;
• Acquire knowledge and understanding of ethics & accountability in the bureaucracy;
• Explain the importance of developing a right attitude & values towards work;
• Prepare future administrators/managers in dealing with complex and moral problems that affect transactions and relationships of people
in organization;
• Examine the different issues and problems in the organization;
• Analyze one’s decision and action in the public service whether it is ethical or moral;
• Reflect & understand the Filipino culture and value system;
• Display positive attitude towards work and become a productive employee;
and
• Engage in collaborative efforts, teamwork, and commitment with ethics in public administration.

INTRODUCTION:

Ethics provides accountability between the public and the administration. Adhering to a code of ethics ensures that the public receive
what it needs in a fair manner. It also gives the administration guidelines for integrity in their operations. That integrity, in turn, helps foster the trust of
the community as well as the stakeholders.

GENERAL GUIDELINES

A. On Attendance: Students enrolled in the course are supposed to attend the lecture based on the class schedule. For an easier checking
of attendance, students will be logged in to the Google Classroom. Furthermore, students who leave the Google Meet during the lecture
period without valid reason/s and permission of the professor will be considered absent for the meeting. Students are expected to show
respect to the course facilitator, and to their classmates.
B. Google Classroom & Google Meet are the learning management system to be used in the entire course. Learn the basic of Google suite
for easy collaboration.
C. Regular browsing to messenger, Google Classroom and email subject accounts for announcements and updates.
D. Course requirements such as written reports, comment, or position papers should be submitted on time; otherwise, it will not be given credit.
E. Deadline of submission of requirements must be strictly observed.

SPECIFIC EXAMINATION GUIDELINES:


A. Cheating on quizzes or examinations, and plagiarism should be avoided; otherwise, it will be dealt with accordingly. Unless the act responds
to a necessity, students communicating through their cellular phones or other electronic devices during quizzes or examinations maybe
considered cheating. Contrary actions to academic honesty will have a serious effect on the student’s grade for the course.
B. Make-up quizzes, activities, or examinations rest upon the professor’s discretion.

TECHNOLOGICAL TOOLS:
Synchronous classes will meet every Saturday (7-10AM) through Google Meet, Google Classroom, Facebook-Messenger, and other social
media for learning. There will also be a face-to-face class schedule every other week as approved by the IGPS. While asynchronous classes will
meet anytime as agreed by the students.
