LEARNING TARGETS

At the end of this unit, you should be able to do

the following:
● Enumerate elements exposed to hazards.
● Explain the meaning of vulnerability.
● Explain why certain sectors of society are more vulnerable to disasters than
others.

At the end of this unit, you should be able to do

the following:
● Determine the elements that are exposed to a particular hazard.
● Recognize vulnerabilities of different elements exposed to specific hazards.

UNIT STIMULUS

Who Should Be Evacuated First?

A typhoon’s heavy rains caused a flash flood. You are a member of the local
rescue team. Who should you evacuate first? Rank the following with 1 as the
highest priority and 5 as the least. Explain your ranking.
a 20-year-old male with an arm injury
a 60-year-old male physician
a one-month-old baby
the 30-year-old mother of the baby
an inactive member of the local rescue team
CENTRAL QUESTION

How do vulnerability, hazard,

and exposure contribute to a
disaster?

Disaster Readiness and Risk Reduction

Vulnerability

Disasters may affect the whole country or a community, and their

effects and impacts vary.

Vulnerability is the lack of power to be safe in times of disaster. It is

one of the factors that determines a hazard’s effect and impact.
Disasters are events that disrupts the functions of individuals in a
community.

Needs Assessment of Evacuees

Statements
● Members of our household who are old and sick will have a difficult time evacuating.
● Age and health conditions make evacuation challenging.
● Our limited access to resources, such as transportation and communication, make
evacuation challenging.
● The number of people in our barangay will not affect our evacuation as long as we have
enough resources and support.
● Unsafe conditions, such as narrow roads and poorly constructed houses, will affect our
evacuation.
● I will help. I have the understanding, skills, and training in emergency evacuation.
● I will evacuate last.
