MINUTES OF COUNCIL
A regular session of Troy City Council was held Monday, August 18, 2014, at 7:00 p.m. in Council Chambers.
Members Present: Clark, Heath, Kendall , Oda, Phillips, Schweser, Snee, Tremblay and Twiss.

INVOCATION: An invocation was given by Council Member Snee. The Pledge of Allegiance followed the
invocation.
MINUTES: The Clerk gave a summary of the minutes of the August 4, 2014, meeting of Troy City Council.
There were no corrections or additions to these minutes. A motion was made by Mr. Clark, seconded by Mr.
Twiss, to approve these minutes. Motion passed by unanimous roll call vote.
COMMITTEE REPORTS:
Law & Ordinance Committee: Mr. Schweser, Chairman, reported that Committee recommends legislation be
prepared to amend Section 749.14 (e) to read as follows:
"(e) Maximum Area. The maximum area of any temporary sign shall not exceed a total of
twenty-four (24) square feet, except where a temporary sign is placed on a building setback one
hundred-fifty (150) feet or more from the public right-of-way, then the temporary sign shall not
exceed a total of forty-eight (48) square feet. "
The amendment related only to Commercial and Industrial Districts, and was proposed as a temporary sign
must be affixed to a building and with the 24 square foot size limit for a single sign face, a sign could be hard to
read when the building was set back more than 150'.

ORDINANCE AMENDING ORDINANCE NO. 0-27-2013, AS AMENDED BY ORDINANCE NO. 0-7-2014,
APPROPRIATING FUNDS NECESSARY FOR THE VARIOUS DEPARTMENTS AND OFFICES OF THE CITY
OF TROY, OHIO, FOR THE YEAR 2014

Discussion:
-In response to questions regarding the Treasure Island Park possibly requiring more staff and/or there being
higher maintenance costs, Mr. Kendall stated he asked those questions directly of Park Superintendent, Jeremy
Drake, who advised that the Park Department now mows and trims that park weekly and he does not anticipate
the need for additional staff or higher maintenance costs if the park were further developed. Regarding cleanup
from the "flooding" that sometimes happens at Treasure Island Park, Mr. Kendall commented that Mr. Drake
said there is a cleanup plan, again not requiring additional staff or increased costs.
-Mr. Clark stated that Mr. Drake, a supervisor, is actually performing maintenance work and his concern is for all
departments being required to do more and that services to citizens have been relaxed.
Mr. Schweser moved for suspension of rules requiring three readings. Motion seconded by Mrs. Snee.

-Complimented Shane Carter and the volunteers at Lincoln Community Center on the 8-26-2014 Back to School
event.
-Presented a proclamation to representatives of the Feed Ohio organization, with the proclamation expressing
appreciation for all who help those who struggle with hunger.
COMMENTS OF THE DIRECTOR OF PUBLIC SERVICE AND SAFETY:
Mr. Titterington commented that City offices will be closed for the September 1 Labor Day Holiday, but refuse
collection will be on schedule. He also noted that Trick or Treat will be held October 30.
COMMENTS OF COUNCIL:
Mr. Clark thanked those who worked on the Mayors' Concert, and noted that John Slonaker was a guest
conductor at the concert.

SUMMARY REPORT: (To be read at Council meeting)
Committee members Twiss and Kendall met on August 27 to consider the recommendation from the Planning
Commission for acceptance of right-of-way on Barnhart Road and the replat of IL 10243 and part of IL 6S02
submitted by Speedway LLC. Speedway LLC is expanding the lot size in order to add pumps for truck fueling. The
dedication of right-of-way adjacent to the new lot area is required by the City.
RECOMMENDATION: (To be read at Council meeting)
It is the recommendation of this Committee that legislation be prepared authorizing the dedication of 0.310 acres
of right-of-way on Barnhart Road to Fenner Road and accept the replat of IL 10243 and part of IL 6S02 submitted
by Speedway LLC.

DETAILED REPORT:
Committee members Twiss and Kendall met on August 27, 2014, to consider the recommendation from the
Planning Commission for acceptance of right-of-way on Barnhart Road and the replat of IL 10243 and part of IL
6S02 submitted by Speedway LLC. Also attending the meeting were members of the City staff.
For Speedway LLC to expand the station at SR SS/Barnhart Road/Fenner Road, a replat is needed to extend the lot
lines to increase the size of the lot. The company plans to add pumps for truck fueling. The entire parcel is owned
by Speedway LLC. Speedway, LLC is required to dedicate additional right-of-way adjacent to the new lot area,
and is actually dedicating the additional right-of-way to Fenner Road at this time.
RECOMMENDATION:
It is the recommendation of this Committee that legislation be prepared authorizing the dedication of 0.310 acres
of right-of-way on Barnhart Road to Fenner Road and accept the replat of IL 10243 and part of IL 6S02 submitted
by Speedway LLC.

APPROPRIATING FUNDS NECESSARY FOR THE
VARIOUS DEPARTMENTS AND OFFICES OF THE
CITY OF TROY, OHIO, FOR THE YEAR 2014
WHEREAS, outside consultants have recenHy conducted a feasibility study and have submitted
recommendations for Jhe renovation, redevelopment and enhancement of Treasure Island and Hobart
Arena, and
WHEREAS, Troy City Council has concurred with those recommendations of renovation,
redevelopment and enhancement of both Hobart Arena and Treasure Island and intends to borrow up to
$10 million to effect those improvements
WHEREAS, it is necessary to amend the 2014 General Fund 101 and Capital Improvements Fund
441 appropriations to include sufficient funds for the completion of plans, specifications, cost estimates, and
bidding documents in anticipation of construction activities at the Hobart Arena, Treasure Island Marina
Building, and Treasure Island Park during 2014 and 2015.
NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Troy, Ohio as follow
entirety:

WHEREAS, the Planning Commission has recommended approval of the replat,
including the dedication of a right-of-way, and
WHEREAS, such dedication of right-of-way and replat has been submitted to this
Council for approval,

We are providing the following for your information:
The bid opening for the 121 Public Square Heating Repairs Project will be
held on September 10. Council authorized $58,300 for this project. This is a
CDBG funded project.
Major Project Update:
o Concord, McKaig, Oxford, Ross Waterline Project - Work at Concord
area, McKaig Drive, and Ross is complete. Work on Ross is underway.
o Sidewalk Program 8 - Work is underway.
o Barnhart 718 Waterline Project - This project also includes work on
Oak, Frank, and Scott Streets. Mobilization by contractor will start
within the next two weeks.
City offices will be closed in observance of the Labor Day Holiday on
September 1. In keeping with the new schedule, residential trash and
recycling will be picked up on September 1. There will be no delay in these
collections. The Dye Mill Road facility will also be open on September 1. The
Troy City Council Meeting will be on Tuesday, September 2 .
Water Treatment Plant Superintendent Tim Ray has announced his
retirement as of December 1, 2014. Mr. Ray began his career with the City
on December 6, 1993 as a Laborer in the Refuse Division. On August 27,
1995 Mr. Ray was promoted to Operator at the Water Treatment Plant, and
became the Superintendent on August 20, 2008.
Attached are flyers pertaining to programs being offered by Miami County
which includes the Electronics Recycling Drop-off scheduled on Saturday,
September 6 from 8:00 a .m. until noon, and the Miami County Sheriff's
Office will hold a Prescription Pill Drug Take Back on Saturday, September
27 from 10:00 a .m. to 2:00 p .m. at the Miami County Sanitary Engineering
Facility.

Saturday, September 20 is the City's big Bicentennial Celebration with the
following events scheduled:
o The parade will start at 4:30 p.m. and it will follow the route of the old
Strawberry Festival Parade (West Market to South Market to West Main
to South Monroe).
o The Cincinnati Circus will start at 6:30 p.m. at the Hobart Arena, fun
for all ages.
o The spectacular laser show will start at 8:45 p .m. inside the Hobart
Arena.
The Troy Civic Band has scheduled a Bicentennial Concert for September 21
at 7:00 p.m. at Prouty Plaza.
Just a reminder, Trick or Treat will be on Thursday, October 30, 2014, from
6-8 pm.

August 29, 2014
Street - Including Solid Waste - Jerry Mullins, Foreman
Collected and transported 220 tons of residential trash since the last report of
250 tons.
Delivered recycling bins as requested.
Asphalted 5 areas marked for repair, 2 main breaks, and 6 water services.
Dura-patched 41 spots marked for repair.
Replaced various signs throughout the city and painted roadways.
Staff has used over 565 tons of asphalt to repair street openings since the plant
opened.
Staff completed Round 3 in educating residents with the yard waste collection
door hanger program. Staff is noticing a significant improvement in the amount
of incorrectly placed yard waste. The Planning & Zoning Department has been
vital to the success of this operation. Outlined below is some additional
information regarding the yard waste collection process:
o Any resident who has brush placed out incorrectly gets a door hanger and
has their yard waste collected. Their address is added to the list of homes
that have been given a door hanger. The list is carried around by the crew
collecting the yard waste so they know if an address had brush placed out
incorrectly and was previously given a door hanger.
o If the property is a repeat offender, the yard waste is not collected and the
resident is sent a letter from the Planning & Zoning Department informing
of the correct way to dispose of their yard waste. The resident can bundle
the brush for the City to collect, place it in a yard waste bag, or take it to
the Dye Mill Road Facility.
o The City is using a backhoe and dump truck to collect non-compliant yard
waste through the end of this season. The backhoe is only collecting for
first time off enders and leaving a door hanger.
o Residents may witness City employees "bypassing" yard waste piles.
These piles have already been documented and are in the process of
receiving a letter from the Planning & Zoning Department.
o The yard waste bags are available at the Billing & Collection Office and
True Value Hardware at a cost of $1.25.
o Beginning in the spring of 2015, backhoes and dump trucks will not be
used routinely to collect yard waste. Yard waste will have to be placed out
according to the rules for collection. Staff will only collect the City of Troy
yard waste bags and bundled brush, and will remind residents of these
rules early in 2015.
o By enforcing these regulations, the City is keeping yard waste out of the
storm drains, increasing the efficiency of our brush collection process,
increasing the effectiveness of our sweeping operations, and enhancing the
overall beauty of our neighborhoods.

Completed Ohio Utilities Protection Service requests as needed.
Completed the Electrical Division safety report for the month.
Repaired the train 2 primary basin light at the Water Treatment Plant.
Repaired several fluorescent lights in the women's restroom at Miami Shoes Golf
Course.
Continued the annual conflict monitor testing on the Traffic Signals.
Repaired an electrical problem inside the chapel at Riverside Cemetery.
Installed two new video detection cameras at the intersection of Main Street and
Adams Street.
Water Distribution/Sewer Maintenance - Tom Parsons, Foreman
Marked numerous Ohio Utilities Protection Service tickets.
Investigated numerous high consumption alerts.
Completed a number of work orders for Billing and Collection.
Shut-off non-payment customers and reconnected as payments were made.
Oxford Waterline Project - pressure tested the water line which passed.
Ross Alley Waterline Project - shut down East Ross Street for a new water line
installation; collected bacteria samples on the temporary water line on East Ross
Street.
Modified piping and valves for the air stripper at the Water Treatment Plant.
Repaired an 8" main break on Kings Chapel Drive.
Installed a new water service on Lincoln Avenue.
Replaced 24 meters on the meter change out program.
Worked with the meter testing company.
Jetted and TV'd the sewer main on South Walnut Street and also in the Kings
Chapel area.
Replaced a missing manhole lid on the sewer in the Morgan Ditch.
Replaced a catch basin on Robinhood Lane.
Water Treatment Plant - Tim Ray/Jeff Monce
Initiated modifications at the old Low Service Pump House (LSPH) site. Existing
well field and former LSPH piping are being connected to the Carbonair Air
Stripper facility.
Staff is consulting with a vendor to correct weaknesses in the SCADA radio
communications network after an extended signal loss event on August 16.
The initial Source Water Assessment and Protection Committee (SWAP) meeting
was held on August 14 with nine attendees. Preliminary strategies to achieve
compliance with OEPA required components of this plan were discussed. A
second meeting will be held September 1 7.
A MultiLin Power Control relay for the 12,4 70 V SG-1 Feeder Breaker was found
inoperative on August 19 and a replacement has been requested. This relay
controls all the power monitoring and safety mechanisms for one of two main
power feeds to the WTP.
Purchase of a 26T Tomco C02 storage tank has been ordered and delivery is
expected mid-September. This 2012 model used tank replaces the original 44-
year old C02 unit at a much lesser cost than a new tank. C02 is a crucial
component in our treatment process.
An EnerNOC/PJM Demand Response Audit was successfully conducted on
August 26. This audit establishes the capacity payments the City of Troy will
receive in 2015 for participating in this emergency load response program.
The motor and pump assembly for High Service Pump 5 were removed by WTP
maintenance staff. Our vendor will refurbish and upgrade this unit.
Superintendent Tim Ray attended the Ohio AWWA One Water Technical
Conference in Columbus August 27-29.
Wastewater Treatment Plant -Tim Snider
Vendor completed installation of new the roof mounted heating unit at the
headworks building.
Vendor continued work on the painting project on final clarifiers #1 and #2.
Contractor worked on overvoltage trip issues with WAS pump # 1.
Vendor installed a process water flush line at the primary sludge pumps.
Vendor was be on site to trouble shoot issues with the anti-rotation alarm at the
Madison Street pump station.
Worked on 2015 budget.
Completed the electrical load shed for the EnerNoc annual audit.
Completed the required preventive maintenance work orders.
