Recognizing that virtual case
proceedings will be the “new normal”,
the Construction Industry Arbitration
Commission (CIAC) rolled-out the
conduct of online proceedings for
construction arbitration cases.

With the help of teleconferencing


platforms, CIAC has finalized awards
in five (5) cases during the ECQ
period.
Philippine Domestic Construction Board
(PDCB) published this Guidelines to establish
key principles and minimum requirements
that define responsible, healthy and safe
operations for construction-related
operations under COVID-19 and ensure the
survival of business as well as the protection
of workers.
The Construction Manpower Development
Foundation (CMDF) launches online courses that
can be availed by for construction professionals and
skilled-workers in live webinar and on-demand
formats.

To help its industry training partners continue its


operations amid the pandemic, CMDF has
developed a module on converting
in-trainings into engaging virtual trainings.

It only takes one guy to
contaminate everyone.
Supporting the notion that safety of workers is of
paramount importance, the Philippine Constructors
Association Inc., issues a COVID-19 Protocols for
construction sites that incorporates the standards
of the Department of Labor and Employment-
Occupational Safety and Health (DOLE-OSHC) and
the Department of Health (DOH).
HISTORY
In the late ‘70s, various leaders in the private
sector felt that the role of construction in
national development had been understated.
A central agency that will attend to the
development needs of the construction
industry was proposed.

On November 28, 1980, Presidential Decree
1746 was signed into law by President
Ferdinand E. Marcos creating the Construction
industry Authority of the Philippines (CIAP).

industry in conformity with national goals”

1. Draw up an overall construction manpower
development plan and relevant strategies;
2. Develop and implement manpower training
programs for the construction industry;

3. Formulate and adopt construction skills standards
and establish training and certification facilities in
coordination
with the National Manpower and Youth Council
(now TESDA);
4. Recommend appropriate policies and measures to
rationalize training and export of trained
manpower in the construction
industry in coordination with the Ministry of Labor
and Employment (now the DOLE);

5. Develop a funding mechanism in cooperation
with the construction industry to enable it to
carry out its functions by collecting fees
and undertaking income-generating activities;
and
6. Borrow from financing institutions to support
its operations.

CONSTRUCTION MANPOWER
DEVELOPMENT CENTER
The CMDC currently serves as a technical center
for the conduct of productivity enhancement
trainings and transfer of technology courses. It is a
10-Ha. training center that is equipped with
various workshops on key construction craft areas.

MANAGER’S TRAINING &
CERTIFICATION PROGRAM (ECOMTCP)
This industry-validated program ensures construction
project managers are capable of handling big and
complex infrastructure projects as it was designed to
uphold rigorous and globally-accepted project
management standards. (vid)
CONSTRUCTION SUPERVISORY
TRAINING & CERTIFICATION
PROGRAM (CSTCP)
A 40-hour program that aims to upgrade the
competencies of Project Supervisors & would-
be supervisors. CSTCP focusing on the
Management Functions of Planning, Organizing,
Implementing and Control.
FOREMANSHIP TRAINING &
CERTIFICATION PROGRAM (FTCP)
A 40-hour course designed to ensure technical
competence of construction foremen. It was
created in support to one of the most critical
supervisory positions in the site.
TRAINERS’ TRAINING &
CERTIFICATION PROGRAM (TCP)
Designed to increase practically the industry’s pool
of competent trainers and mentors; and ultimately,
to capacitate construction companies who are
planning to establish their own construction HRD
centers.
CONSTRUCTION INDUSTRY ONE
REGISTRY SYSTEM (CIORS)
CIORS serves as an online repository for easy
access to the employment profiles of every
construction professionals and workers of the
Philippine construction industry – bringing
convenience to the recruitment process.
DRONE 101: BASIC DRONE
OPERATION
This course intends to provide a brief overview on the
basic knowledge, skills, and attitude required for drone
operations, either for personal or professional gain. It is
a prerequisite of a more comprehensive course that
will cover the application of drone-based intelligence
software, i.e., surveying and mapping software.
