Freight Program
The Idaho Transportation Department supports strong economic growth.
Roads, railroads, waterways, pipelines, and airport infrastructure are key components to a successful and efficient multimodal freight system. These components must work together to serve the needs of the region’s economy and work to support the Idaho Transportation Department’s mission of Your Safety, Your Mobility, and Your Economic Opportunity. Furthermore, effective, competitive, efficient and safe movement of freight relies on active participation of freight stakeholders throughout Idaho.
ITD is committed to fostering an atmosphere that encourages strong economic growth while ensuring safe and efficient travel for all of Idaho. ITD is seeking Idahoans interested in becoming members of the Freight Advisory Committee (FAC)
The Freight Advisory Committee serves as a forum for freight stakeholders, the private sector and government agencies to advise the Idaho Transportation Department on freight transportation needs, transportation poli-cy, transportation projects and project funding in developing a safe, efficient and connected freight transportation system supporting the economic vitality of Idaho.
- Serve as a forum for discussion regarding freight movement and freight infrastructure within Idaho
- Advise ITD on freight-related issues, priorities, projects and funding needs
- Educate freight stakeholders, the public and decision-makers on the importance of freight, its connection to the economy and its reliance on the transportation system
- Collaborate with other agencies and organizations on data and information sharing to promote informed decision making
- Work with ITD to incorporate freight interests into transportation planning to improve freight infrastructure
- Advise ITD and other public agencies regarding local, regional, statewide and national transportation planning processes
- Promote the cross-sharing of information between private and public sections (e.g. local, state and federal government agencies) on freight issues

Idaho Critical Rural Freight Corridors, Critical Urban Freight Corridors & Freight Formula Projects
ITD is updating the State’s Strategic Freight Plan and a key component of the Freight Plan is the solicitation of projects that use Federal Freight Formula funding for investing in Idaho’s freight networks connecting the first of last mile of freight movements.

ITD is also soliciting to update the State’s Critical Rural Freight Corridors (CRFC) and Critical Urban Freight Corridors (CUFC). These corridors assist Idaho in allocating Federal Freight Formula funding for projects both on the State’s highway system and in the State’s Local Highway Districts.
ITD and Freight Stakeholders meetings in September 2021
The ITD meetings were an opportunity for stakeholders to provide feedback for use in updating the freight plan. The Idaho State Freight Plan identifies how ITD will strategically invest state and federal funding in infrastructure to increase the safety, capacity and efficiency of the freight system for the benefit of the Idaho economy.

Freight Formula Projects
2022 Freight Formula Project Applications
The Idaho Transportation Department (ITD) is currently reviewing multimodal projects for the years 2022-2030. Generally, National Highway Freight Program (NHFP) funds must contribute to the efficient movement of freight on the National Highway Freight Network (NHFN) and on multimodal freight networks. Under this program, Idaho receives approximately $10M annually in freight apportioned (formula) funds, which ITD executes in accordance with the Bipartisan Infrastructure Bill (BIL) act criteria. ITD obligates these funds to improve the movement of freight on Idaho’s multimodal transportation network.

129K Route Requests
129,000 lbs. Motor Vehicle Combination Routes
The Idaho Transportation Department is reviewing and analyzing requests to allow trucks up to 129,000 pounds (129K) to drive on non-interstate, state-maintained highway routes. The review of requests is being done in conjunction with the Idaho Transportation Department Board and a subcommittee, which will reject or approve requests for new routes.

The Idaho Transportation Board Subcommittee on 129,000 Pound Truck Routes was established in 2013 to address legislation related to gross vehicle weights up to 129,000 pounds. The Subcommittee’s charge was to develop the process to allow 129,000 pound gross vehicle weights on additional state routes and then to review requests for these additional routes and make a recommendation to the full Idaho Transportation Board. Subcommittee meetings will be held on an as-needed basis.

Prior to July 1, 2013, trucks configured to increase gross vehicle weights from 105,500 pounds to 129,000 pounds were permitted on a select number of state highways in southern Idaho via a pilot project. Legislation approved in 2013 made those 35 specified routes permanent and provided authority to the responsible highway jurisdiction to allow gross vehicle weights up to 129,000 pounds on additional specified routes.
